The setting of this movie is
a run-down hotel that houses the people that society has turned it's
back on, people who are mentally ill and have no insurance to pay for
the proper care. Izzy, one of the residents goes off the roof in what
appears to a be a suicide. Izzy's wealthy senator father believes that
his son was pushed off the roof and hires an FBI agent to investigate
the matter. Jeremy Davies brilliantly plays Tom Tom, a lively and sweet
mentally disturbed resident of the hotel who suddenly finds himself in
the middle of a murder investigation.
